You can create a default template that is loaded into the editor when someone commits (without using -m switch). For instance, it could have a line for a bug id, comments and name of reviewer.
Note that remote users may need to check out module again to obtain templates.
Conformance to templates can be performed through using the verifymsg file to execute some script on the log message.
